The UAE's First Legal Dragon Tiger Tables: Four Live88 Rooms at Play971, AED 10 to AED 50,000

Thirteen months after the United Arab Emirates sold its first legal lottery ticket, its first licensed online casino was dealing Dragon Tiger to residents at four tables, one card each, from AED 10 a hand. The road ran through a studio licence in Abu Dhabi and an operator licence three weeks later, and it ends, for now, at a geofence.

A Studio Before an Operator

In early October 2025 the General Commercial Gaming Regulatory Authority, the federal body that holds sole authority over commercial gaming across the seven emirates, granted vendor licences to two Yolo Group companies: Hub88, a game aggregator, and Live Online Gaming Services, the entity behind the Live88 live-dealer studio and the OneTouch game maker. Live88 became the first licensed online live-casino studio in the country and moved into a physical studio in Abu Dhabi. Yolo Group's founder called the licences "a statement of intent."

That order of events matters for this game. Live88's own product page lists Dragon Tiger and Speed Dragon Tiger, with two multiplier features unique to the studio: Lucky Paws & Lucky Claws, revealed after bets close with multipliers up to 1,000x, and Mystic5, a five-round prediction bet paying up to 888x. OneTouch, licensed under the same entity, publishes an RNG Dragon Tiger with a 96.27% RTP. The UAE had licensed the game's suppliers before it had anywhere to play it.

Play971 Goes Live

On November 28, 2025 the GCGRA added Coin Technology Projects LLC to its licensee list for internet gaming and sports wagering, and its brand, Play971, went live within days. The company's terms describe it as an Abu Dhabi limited liability company, commercial licence CN-3762798, based at Twofour54 in Yas Creative Hub, and place the terms under the law of the Abu Dhabi Global Market. Play971 states that its casino catalog runs on two providers, Live88 and OneTouch, the studios approved under the GCGRA framework.

The live lobby, read through a UAE connection on September 16, 2026, gives Dragon Tiger equal billing with Roulette, Baccarat and Blackjack: its own tab, with four tables named Bronze, Silver, Gold and Platinum at AED 10–5,000, AED 20–10,000, AED 50–20,000 and AED 100–50,000, the same four tiers and the same limits as the baccarat tables beside them. Thirty live games in total, with Live88's branding visible on the blackjack tiles and Play971-exclusive tables among them. At the moment we looked, the four Dragon Tiger tables had 90 seated players against 74 at the four standard baccarat tables. That is a snapshot, not a trend, but for a market weeks old it is a striking one.

Trade press had reported at launch that Play971 carried Evolution's Speed Dragon Tiger. The lobby we read had no Evolution table, which is consistent with Evolution's absence from the GCGRA's vendor list.

Who Is Allowed to Play

Play971's terms, in their April 7, 2026 version, set the conditions. A player must be a natural person aged 21 or over, physically located in the UAE, not within a sensitive geographic area in the UAE as determined by the GCGRA, and recognized by the operator's checks as a legal resident or visitor; UAE nationals must also meet any requirements of their emirate of residence. Registration requires Emirates ID verification. The operator's help center carries an article for players who see the message "Your location appears to be close to a restricted area," which is what the sensitive-area rule looks like from the player's side. Trade press reported at launch that the service was available in Abu Dhabi and Ras Al Khaimah but not Dubai; the operator's own wording is the geofenced one above, and we use it.

Why We List It Unpaid

Play971 has no affiliate program, so DragonTiger.gg earns nothing from its listing. We include it on our casino comparison because it is the first licensed online casino in a market that has just licensed exactly the studios that deal this game, and because a reader in the Emirates searching for Dragon Tiger in English is now a legal customer of a legal operator. The card says so.
