Cambodia's Online Gambling Ban Is in Force: 24 Casinos Stop Streaming, and Inspections Begin

In September we reported that Cambodia would stop its licensed casinos from streaming gambling online, and that the day and the text of the order had not been published. The day is now known. The deadline was September 30, 2026, and the state news agency reports that 24 casinos had taken their online operations down by the time it passed. The card tables on those floors stay. The cameras over them are gone.

What the Government Reported

On October 1, 2026 Agence Kampuchea Presse carried a statement from the Secretariat of the Ad Hoc Commission for Combating Online Scams. With the deadline expired the night before, it said, 24 casinos in three provinces had ended their online gambling and betting: twelve in Preah Sihanouk, seven in Banteay Meanchey and five in Svay Rieng. The activities it listed were the live-streaming of gambling, online football betting, online lottery operations and online betting on bird fighting. The equipment used for them had been dismantled and taken off the premises, and the checks were made with the Commercial Gambling Management Commission of Cambodia, the provincial command committees and the provincial courts.

The same report gives the licence position as of September 2026: eighteen casinos with licences revoked and nine suspended while they are investigated. AKP's August report, which our first article used, gave 20 revoked and 29 suspended through July 31. AKP does not reconcile the two sets of figures, and we do not try to.

Six days later AKP reported the next step. The commission's secretariat and the gambling regulator met on the afternoon of Monday, October 5 with the labor ministry, the national police, the immigration department and provincial prosecutors, and agreed on joint task forces to inspect casinos in the 16 provinces that host licensed ones, beginning in October 2026. The stated aim is to enforce the ban on any online gambling inside casino premises. A casino found offering it faces administrative sanctions from the regulator and referral for criminal charges.

Where Dragon Tiger Comes In

The reports name no game, and that is worth saying plainly. What was switched off is a way of delivering table games: a camera over a casino table, a stream to players in another country, bets taken through a website. In this region the tables under those cameras are baccarat and Dragon Tiger, the two games that need only a shoe, a dealer and a result that can be read off a screen. A ban on streaming from casino floors is, in practice, a ban on the casino-floor version of live Dragon Tiger.

Geography sharpens it. Five of the 24 casinos are in Svay Rieng, the border province that holds Bavet and, at the Prey Vor crossing, Lucky Ruby Border Casino, one of the two Cambodian casinos that publish Dragon Tiger rules on their own websites. AKP does not name the five. Lucky Ruby's site says nothing about online play, so nothing in the record says it was one of them. The other casino that publishes rules, Ha Tien Vegas, is in Kampot, which is not among the three provinces AKP lists.

We read both rule pages again on October 10, 2026. They are unchanged from what we described in September: Ha Tien Vegas ranks the Ace as the highest card, Lucky Ruby deals eight decks with the Ace low, and neither page mentions streaming, online play or the suspension. The floor game those pages describe is not what the government has prohibited.

The game's Cambodian connection also runs through people. When Thai police raided an illegal Tiger-Dragon table in Pattaya on October 7, newspapers there reported that the dealer was a Cambodian woman; the case is in our roundup of this year's police and court cases. Demand for the game in the region does not depend on a stream from Bavet or Poipet, and closing the streams does not remove it.

What Is Still Not Published

The names of the 24 casinos. The number of casinos that were streaming before the deadline, which would show whether 24 is most of them or a fraction. Any order, notice or prakas number for the suspension itself. The list of the 16 provinces, the number of inspection teams and when their findings will be made public. Whether any live-dealer studio that lists Cambodia as a location, as Vivo Gaming does, has moved its tables: none of the studios has said.

Why It Matters for Dragon Tiger Players

If your table is dealt by a studio you can name, under a licence you can check, this changes nothing about your game. If it was a stream from a Cambodian casino floor reached through a site with no licence, it should have gone dark on October 1, and a site still offering one is either streaming from somewhere else or showing you something other than what it claims. The seven casinos on our comparison page all take their Dragon Tiger from licensed studios.
